Town Manager’s Report – September 11, 2023

Delinquent Tax Information Update: I wanted to provide the Selectboard with an update on Delinquent Taxes. Anne has recently completed a reconciliation of the delinquent taxes going back as far as 2014. As an update, we currently have 6 properties that would fall into the Tax Deed category that total $72,837.43 in delinquent taxes and interest due. There are several other properties that are coming up on the three-year mark. Whereas, the Tax Collector reports to the Selectboard, I would ask permission to speak with Linda with regards to Delinquent Tax Written Agreements to inquire if they are in place with these property owners, if not, a letter should be sent to have the property owners come in and enter into agreements within 30 days that then can be approved by the Selectboard pursuant to policy.

Personnel Policy-Ethics-Section 38: In the current Personnel Policy we do not have a section on Nepotism. It is strongly recommended by PRIMEX that we include a section on Nepotism as many Employment related claims arise from this area. Anne and I will be bringing a draft for your review over the next couple of meetings.

Plymouth Fire & Rescue: Save the date for Plymouth Fire & Rescue Open House: September 30, 2023, from 11:00 AM to 2:00 PM.

Welfare Director’s update: During the month of August, Marianne met and worked with 18 individuals and/or agencies to assist with assistance and or resources.

Pirate Party update: I have been working with Town Attorney Ratigan, Attorney Wilson from the Attorney General’s office and Plymouth Police Department with regards to communications to BarstoolPlymouth re: promotion of the Pirate Party as it is a prohibited event. We have issued a joint letter to BarstoolPlymouth as well as providing the communications to Plymouth State University for distribution.

Plymouth State University update: My next monthly meeting with Jessica Dutille is on Monday, September 18th.

Cluster Project/Economic Development: Now that the PSU faculty is back, Jess contacted John Christ who will start selecting the University staff that will be involved. Once selected, the towns representatives and the PSU Faculty will meet to discuss the project

PSU Town Hall meeting: Will take place on September 27, 2023 from 5-7pm at the Hartman Union Building. The invitation to community members will appear on the Town Website, and will be distributed via the weekly Newsletter.

Flu Vaccination Clinic: The Town will be holding a Flu Vaccination clinic at Town Hall for Employees, Employees families, elected officials or volunteer committee members. The clinic is sponsored by Speare Memorial Hospital. The date is Tuesday, October 17th from 1-3pm.

2023 Revaluation Information:

The preliminary 2023 assessed values are listed in reports at the Town Office or online at https://www.plymouth-nh.org/departments-services/2023-revaluation-information/ . The values are as of April 1, 2023, and are based on the results of Plymouth’s 2023 town-wide valuation update, conducted by Whitney Consulting Group. New value letters were mailed to property owners on August 28, 2023.

Please note these are preliminary values and are subject to change, dependent upon the results of any hearings or review of any materials submitted by taxpayers. These values do not reflect deductions for any applicable tax exemptions or credits but does reflect any applicable Current Use land values.

The new tax rate will be established by the Department of Revenue Administration later this year. An increase in property value does not necessarily mean an increase in your property tax bill. DO NOT USE the current tax rate to estimate your taxes. An increase in town-wide value generally results in a decrease in the tax rate.

The revaluation does not change the normal right to appeal through abatements following the final tax bill or further appeal processes following a response to an abatement. All abatement procedures remain the same and must be filed following the final 2023 tax bill by March 1, 2024.

Informal hearings will be scheduled with representatives from Whitney Consulting Group in person or by phone between September 8th and the 15th. To date 53 hearings have been scheduled.

Plymouth’s Beautification Committee-New Bench installed at Plymouth Roundabout: After a summer of rain interference, Clee Manson and his helper, Drew Foote, were finally able to set the pavers in the yard next to Samaha’s Store. They then installed the new Polywood bench, purchased through donations to the Plymouth Beautification Committee. The Beautification

Committee hopes you agree that the pavers are beautiful and that Clee and Drew did a fabulous job. And on top of their excellent skills, Clee offered to do the job for free as a “thank you” to the community of Plymouth.

The next installation from the Committee is flower boxes on the town common gazebo, currently being constructed by Paul Turley. We should have them ready for some fall color for everyone to enjoy

Downtown Drainage Project: UPDATE

The project over the past two weeks is moving nicely along Main Street. I have had very positive comments from the Businesses and the Public. We will continue to meet with PVWSD every Wednesday morning taking a look back at the previous week, and a two week look ahead. We will continue to communicate the Two-Week Construction Schedule on Fridays in the Town’s Newsletter.

Here is a rough outline of what has occurred:

I have worked with HEB Engineers and Granese on the following items over the past two weeks:

  • Russell Street Drainage construction has started – Drainage project underway, making good progress from Warren Street up Russell Street.
  • Next Phase of Drainage will occur on Main Street from Warren to Highland
  • The majority of work has been completed North of the
  • Review daily Field Reports from HEB
  • Daily meetings with HEB Engineer Kevin Hamlin and Tom
  • Change Orders for Russell Street & Warren Streets –
  • Detention Pond work progresses, pond is now in final stages with Loam and Seed in
  • Meet with businesses re any issues, complaints or
  • Soil Testing concerns have been passed onto NHDES for Waiting for Final Review and recommendations from NHDES.
